HNS Junior Policy

 

                                                                  HNS Junior Policy Manual

 

1.0

INTRODUCTION

 

This manual is for Junior Teams who are registered members of Hockey Nova Scotia (HNS).  The intent of this manual is to provide a clear understanding of all registration-related policies and procedures. 

 

 

1.1

CHANGES IN POLICY

 

HNS reserves the right to change and make exceptions to policies governing registration in Nova Scotia wherever and whenever necessary.  Members have the ability to influence policy through the respective Junior Council.

 

 

1.2

QUERIES

All questions of interpretation of the policies contained in this manual should be directed to the HNS Executive Director, or designate.

 

 

1.3

INTERPRETATION

 

Should errors occur, the contents of this Policy will be interpreted by the HNS Executive Director.

 

 

2.0

REGISTRATION

 

Registration and Assessment Fees shall be paid annually by all registered Junior teams and leagues under the jurisdiction of HNS.

 

Fees shall be determined by the HNS Officers and approved by the membership.  Once approved by the membership, the schedule of annual fees shall be distributed to the membership by way of Information Bulletin.

 

 

2.1

LEAGUES

 

All Leagues must register on HNS League Registration Form and must annually submit the following:

1.     Copy of League Constitution.

2.     Season Playing Schedule.

3.     List of League Member Teams and Identify Team Contact with information.

4.     List of League Executive and Identify League contact.

5.     League Registration Fee.

2.1.1

Prior to League teams registering and purchasing “Cards”, Member League must have completed ALL requirements of League Registration.

 

 

2.2

TEAMS

 

After League Registration has been filed, member teams may register with HNS.  All fees from prior season must be paid in full and scheduled fees submitted as distributed in annual Registration Package.

 

 

3.0

PRE-SEASON ACTIVITIES

 

Pre-Season Activities defined as on and off-ice try-outs, practises and games prior to the commencement of the League’s Regular Season.

 

 

3.1

REGISTRATION CERTIFICATES

 

Prior to participating in sanctioned pre-season activities, teams must have met all financial requirements and purchased player Cards for current season.  HC Registration Certificates/Cards will not be sold/distributed prior to June 1st of each year.

 

 

3.2

TRAINING CAMP ROSTERS

 

Teams must submit training camp rosters to the HNS Executive Director on Preseason Try-out Form.  Additional players must be submitted when participating.

 

 

3.3.1

OUT-OF-PROVINCE PLAYERS

 

Defined as players who were last registered members of another HC Branch or IIHF Member Federation.

3.3.2

ELIGIBILITY

 

Prior to a player participating per 3.3.1, teams MUST provide a copy of a release and/or Try-Out approval from the player’s last registered team unless quoting pertinent HC regulation, which does not require release.

3.3.3

HC REGULATION H.8 (C)

 

Teams must attain written approval from HNS Executive Director PRIOR TO players participating without a release requesting transfer under this HC Regulation.

 

In most cases, teams will be required to process an Inter-Branch transfer for such player and await approval from player’s most recent Branch prior to participation in any preseason activities.

3.3.4

EXHBITION GAMES

 

Out-of-Province players, who have met requirements of 3.3.2 and have received written approval from HNS Executive Director, are permitted to participate in sanctioned preseason exhibition games without processing of an Inter Branch Transfer (IBT).  An IBT must be processed prior to the player’s participation in his/her first Regular Season Game.

 

 

3.4

PRESEASON - EXHIBITION GAMES

 

Defined as a game, which is not part of the regular season or play-off schedule.

 

An exhibition permit must be attained from the HNS Office by the HOST/HOME TEAM for ALL pre- or in-season exhibition games or tournaments.

 

ALL TEAMS competing in another HC Branch for pre- or in-season exhibition games must attain a sanction permit from the HNS Office.

 

 

 

4.0

AFFILIATION

 

 

4.1

PURPOSE

 

To provide an opportunity for higher Division or Category teams to dress the maximum number of players allowable for a game in accordance with the Playing Rules.

 

 

4.2

GOVERNANCE

 

HNS Member Junior Teams will be governed by HC Regulation (E), except where defined herein.

 

4.3

GEOGRAPHIC SUBDIVISION

 

For the purpose of Junior Affiliation, the Province of Nova Scotia is defined as one (1) Geographic Subdivision. 

 

 

4.4

AFFILIATION OPTIONS

 

HNS Junior Teams may have nineteen (19) SPECIALLY AFFILIATED PLAYERS WHOM AT LEAST (2) MUST BE GOALTENDERS, FROM LOWER Division or category Teams defined herein.

 

 

4.4.1

HNS Junior Teams may 19 Special Affiliates within the following perameters:

Junior C:          Eligible to Affiliate to Major Midget, Midget AAA, AA, A and B

Junior B:          Eligible to Affiliate to Junior C, Major Midget, Midget AAA, AA, A and B

Junior A:          Eligible to Affiliate to Junior B & C, Major Midget (Maximum 5), Midget AAA, AA, A, B

 

 

4.5

AFFILIATION PROCEDURE

 

The following process must be followed for any affiliate player to be eligible to participate with a HNS Junior Team:

1.     Special Affiliation Form properly completed.

2.     Special Affiliation Form filed with HNS Office via facsimile or scanned email.

3.     Written confirmation of approval of the Special Affiliation MUST be attained from the HNS Executive Director, or designate PRIOR to participation in sanctioned games with Higher Category Team.

 

 

5.0

PLAYER & TEAM OFFICIAL REGISTRATION

 

HNS Junior Teams will be governed by HC Regulations relating to registration except where defined herein.

5.1

PLAYER PROCEDURE

 

All HNS Junior Teams must follow the process laid out herein prior to allowing ANY Player to participate in sanctioned League and Play-off Games:

1.     A HC registration certificate must be completed for all Registered Players (refer to 6.0 for players transferring from other HC Branches, USA Hockey or IIHF)

2.     A copy of the signed registration certificate with a minimum of the following information must be filed with HNS Office via fax or scanned email with the HNS Office:

a.     Complete Name

b.    Complete Address

c.     Required Medical Number

d.    Names and seasons of last 2 teams registered with.

e.     Parent’s Signature IS NOT required for Minor Aged players.

3.     Copy of PROPER release must accompany card where required by HC regulations.  Contact HNS Executive Director, or designate if not clear.

4.     Written authorization must be received from the HNS Executive Director, or designate prior to player participating in League Games.

 

 

5.2.1

TEAM OFFICIAL PROCEDURE

 

All HNS Junior Teams must follow the process laid out herein prior to allowing ANY Team Official to participate in sanctioned League and Play-off Games:

1.     A HC registration certificate must be completed for all Registered Team Officials.

2.     A copy of the signed registration certificate with a minimum of the following information must be filed with HNS Office via fax or scanned email:

a.     Complete Name

b.    Complete Address

c.     Required Medical Number

d.    Names and seasons of last 2 teams registered with.

e.     Name of Team Registered with listed.

f.     Position with Team

g.    Certification Level noted

3.     Team Officials are eligible to participate as “Bench Staff” prior to December 31st each season when card has been filed with HNS Office.  As of December 31st of each season, Team Officials will only be eligible on the bench if they meet the certification requirements laid out in 5.2.2.

4.     Written approval is not required for Team Officials to participating as “Bench Staff”.

5.2.2

BENCH STAFF

Defined as those team officials eligible to participate in sanctioned games on the player’s bench.  A maximum of five (5) bench personnel are permitted on the bench for games and may consist of Head and Assistant coaches and trainers.

Notes: 

a)       Registered individuals who DO NOT meet certification requirements after December 31st ARE NOT eligible to participate as bench staff.

b)      Individuals who are not properly registered and who do not meet certification requirements are not permitted under ANY circumstances (i.e.  opening doors, carrying equipment, etc.).

5.3.3

TEAM OFFICIAL CERTIFICATION REQUIREMENTS

 

HNS Junior Team Officials must meet the following Certification requirements by December 31st each season:

1.     All Head Coaches at the Junior “A”, Junior “B” and Junior “C” divisions within HNS must be certified at the Intermediate Level within the N.C.C.P.

2.     All Assistant Coaches at the Junior “A”, Junior “B” and Junior “C” divisions must be certified at the Coach level within the N.C.C.P.

3.     All bench officials/coaches, including assistants and trainers in Junior “A” must be certified in the Canadian Hockey Safety Program (CHSP).

4.     All teams in Junior “B” and “C” must have at least one member of the bench staff certified in the CHSP.

5.     All Registered trainers in Junior “A”, “B” and “C” must be certified in the CHSP.

6.     “NEW” A coach will be required to attend a maximum of one (1) certification clinic in any one (1) season.

7.     The deadline for certification each season will be December 31st after which all certification requirements must have been completed.

8.     “NEW” All Registered Team Officials must have completed a Criminal Record Check and Child Abuse Register Check by December 31st, 2001.

 

 

 

 

 

6.0

PLAYER TRANSFERS

6.1

PLAYERS FROM OTHER CHA BRANCHES, USA HOCKEY OR IIHF

 

All players who were last registered with another HC Branch, USA Hockey or the IIHF must be properly transferred per HC Regulations.

 

 

6.2

TRANSFER FEES

6.2.1

IBT Fees –

1.     A fee of $100.00 is required for ALL IBTs.  HC Regulations K.23.b and K.23.d will not apply for players transferring to HNS member Junior Teams.

2.     Player CANNOT participate until required IBT fee has been received by HNS Office.

3.     HNS Junior Teams are permitted to forward moneys on account to expedite the transfer process.

6.2.2

USA HOCKEY TRANSFER FEES -

 

1.     A fee of $150.00 is required for ALL USA Hockey transfers.

2.     Player CANNOT participate until required USA Hockey transfer fee has been received by HNS Office

3.     HNS Junior Teams are permitted to forward moneys on account to expedite the transfer process.

6.2.3

IIHF TRANSFER FEES -

 

1.     A fee of $2,500.00 is required for ALL IIHF transfers.

2.     Player CANNOT participate until required IIHF fee has been received by HNS Office.

3.     HNS Junior Teams are permitted to forward moneys on account to expedite the transfer process

4.     A new IIHF transfer must be processed each year, with applicable fees, for players who were transferred during the previous season from an IIHF Federation.

5.     Proof of Primary Medical Coverage must be provided for all IIHF Transferred Players.

 

 

6.3

TRANSFER PROCESS

 

Prior to a player from another HC Branch, USA Hockey or IIHF participating in sanctioned League or Play-off games, the following process must be followed:

1.     Required fee (IBT, USAH or IIHF) forwarded to HNS or on account.

2.     Applicable Transfer form signed by player and faxed or scanned email to HNS Office.  IBT Transfer form must state applicable regulations if player does not require a release or qualifies as a Non-Import.

3.     Proper release where required forwarded with application form.   If no release, applicable HC regulation must be stated.

4.     Proof of Primary Medical Coverage must be provided for all IIHF and USAH transferred players.

5.     WRITTEN PERMISSION TO ALLOW PLAYER TO PARTICIPATE MUST BE RECEIVED FROM HNS EXECUTIVE DIRECTOR, OR DESIGNATE. 

 

6.4

TRANSFER NOTES

 

1.     Per HC regulations, up to ten (10) working days are permitted prior to a response to Team applying for transfer.  HNS Staff will work to reply in an expedient manner, but at times, full ten (10) days will be the period of response.

2.     Players transferring and not requiring a release under HC Regulation H.8.C will not be permitted to participate in sanctioned games (preseason, league or play-off) until transfer has been approved by former Branch or written notice received from HNS Executive Director, or designate.

7.0

HNS OFFICE SERVICES

 

Please note the following, as there are changes from past practises which are aimed to improve the administrative efficiency and service to the Junior membership to ensure that equal opportunities and services are provided to registered members

 

 

7.1

HOURS OF SERVICE

 

Monday-Thursday – for requests on Players to Participate THAT DAY.

1.     Requests for Transfers and Player registration forwarded on “gameday” will not be processed after 12 Noon daily.   Player cards or transfers forwarded after 12 Noon will not be eligible to participate THAT DAY/EVENING.

2.     When requests for transfer or registration are forwarded on “game day” prior to 12 Noon, HNS cannot guarantee approval, but will work towards processing all requests forwarded prior to 12 Noon.

3.     When requests are forwarded prior to 12 Noon, it is recommended that a phone call follow-up to HNS Executive Director, or designate.

4.     Past practice of faxing cards/transfers prior to player participating WILL NOT BE ACCEPTED without discipline.

5.     In ALL CASES, written approval must be received from HNS Executive Director, or designate PRIOR to player participating.

 

 

 

Friday – Sunday – Requests will not be processed after 12 Noon Friday.

1.     Requests for Transfers and Player registration to participate in Friday or weekend games will not be processed after 12 Noon every Friday.   Player cards or transfers forwarded after 12 Noon will not be eligible to participate THAT WEEKEND.

2.     When requests for transfer or registration are forwarded on Fridays prior to 12 Noon, HNS cannot guarantee approval, but will work towards processing all requests forwarded prior to 12 Noon.

3.     When requests are forwarded prior to 12 Noon, it is recommended that a phone call follow-up to HNS Executive Director, or designate.

4.     Past practice of faxing cards/transfers prior to player participating WILL NOT BE ACCEPTED without discipline.

5.     In ALL CASES, written approval must be received from HNS Executive Director, or designate PRIOR to player participating.

6.     Requests outside of those defined herein to HNS Board members, Chair Junior or HNS Executive Director will not be accepted or entertained.

7.     Please note Thursday to replace Friday when Friday is a Holiday.

 

 

7.2

FAXED/EMAILED CARDS

 

Faxed and scanned email cards, which have been approved in writing by HNS Executive Director, or designate, will be accepted as valid registration.  Past seven (7) day period to forward original is not required.

 

Note:  Teams requiring original signed copies of cards, are required to forward originals in a timely manner.

 

 

8.0

ENFORCEMENT

 

The Interpretation, enforcement and administration of the Junior Policy will be the responsibility of the HNS Executive Director, or designate.

 

 

8.1

SANCTIONING

Failure to receive proper sanction for exhibition games outlined in Section 3 may result in refusal of future permits, as well as potential fines and suspensions of Head Coach.

 

 

 

8.2

PLAYER REGISTRATION, AFFILIATION & TRANSFERS 

 

1.     When it has been determined proper process has not been followed in the registration of players, affiliates or processing of transfers, the matter will be reviewed by the HNS Executive Director or designate.

2.     Upon review, if a player is played without having received proper approval, the team will have played the player “AT RISK” and may be subject to League sanctions and/or HNS disciplinary action.

3.      In the event proper documentation was filed with HNS Office, without having received proper approval, the player’s eligibility will be approved from the date and time of receipt of fax or email.  Due to not receiving proper approval, the team will be disciplined by per 8.3.

4.     In the event proper documentation was not filed with HNS Office, the team’s League will be notified of potential participation of an ineligible player.  In addition to any potential League sanctions, HNS will discipline the team per 8.3.

5.     Under no circumstance should a player participate when the contrary has been communicated to the team.

 

 

8.3

FINES

 

1st Infraction – Written warning.

2nd Infraction - $125.00 fine or 1 game suspension of Head Coach

3rd Infraction - $250.00 fine or 3 game suspension of Head Coach

4th Infraction - $500.00 fine or 5 game suspension of Head Coach

5th Infraction – Referral to HNS Chair Junior.

 

·         Teams can opt between fine or suspensions per notification letter if option is provided.

·         Payment of fine is due within 7 business days of receipt of notification of option selected.

 

 

 

 

 

 

NOTES:

I.              Nova Scotia Junior B Hockey League (NSJBHL) teams are permitted to register a maximum of four (4) overagers (21 year-olds) at any given time.  All registered overagers must meet the following eligibility requirements:

a.     Must have played in the NSJBHL during the previous season.

b.    Player must have been signed to a Junior B Card as of February 10th of the previous season and have been eligible to play the last game of the season (playoff or regular season if team did not qualify for playoffs) with the Junior B Team for which they were signed.

c.     HNS will determine the eligibility of "overagers" registering with NSJBHL teams as follows:

Player “Rights/Property” for those players qualifying as “overagers” in the Nova Scotia Junior B Hockey League (NSJBHL) per CHA regulations and HNS policy, will remain with the team for which they were last registered during the previous season UNTIL:

1.     A written release has been granted, OR

2.     The team retaining the rights from the previous season register four (4) overagers on their 23-man (25 prior to December 1st) roster AT ONE TIME.

II.             Nova Scotia Junior C Hockey League (NSJCHL) teams are permitted to register a maximum of four (4) overagers (21 year-olds) at any given time.  All registered overagers must meet the following eligibility requirements:

d.    Must have played in the NSJCHL during the previous season.

e.     Player must have been signed to a Junior C Card as of February 10th of the previous season and have been eligible to play the last game of the season (playoff or regular season if team did not qualify for playoffs) with the Junior C Team for which they were signed.

f.     HNS will determine the eligibility of "overagers" registering with NSJCHL teams as follows:

Player “Rights/Property” for those players qualifying as “overagers” in the Nova Scotia Junior C Hockey League (NSJCHL) per HC regulations and HNS policy, will remain with the team for which they were last registered during the previous season UNTIL:

1.     A written release has been granted, OR
